Background

Asset Management Plans assist Council in managing infrastructure and other assets across the district meeting an appropriate and sustainable service level. They detail the actions Council will take to develop, operate, maintain, upgrade and dispose of assets in the most cost-effective manner.

Asset Management Plans are a key component of the Council’s strategic planning documents as outlined in Section 122 of the Local Government Act 1999. They are designed to align with Council's strategic goals and contribute to informing the Annual Business Plan and Budget planning process, Long-Term Financial Plan, strategic plans, work programming, asset valuations and depreciation projections, and ongoing analysis, monitoring and evaluation.

Each Asset Management Plan focuses on a specific type of assets and infrastructure, including the stormwater network which comprises 187 stormwater pits, 23 drainage bores and 399 pipes.

Asset Management Plans go on to inform the annual budgeting and planning, strategic plans, work programming, asset valuations and depreciation projections, and ongoing analysis, monitoring and evaluation.

Have your say on how Council manages stormwater across the district.

The draft Stormwater Asset Management Plan is now open for community consultation following endorsement at Council’s most recent meeting on Monday 15 September 2025.

Mayor Kylie Boston said the plans help guide how Council manages and maintains this vital infrastructure across the district.

“Our stormwater system plays a critical part in keeping our roads safe and reducing the risk of flooding to homes and businesses. This plan is the strategic framework for managing our community’s infrastructure assets, ensuring they remain safe, reliable and capable of meeting current and future demands,” Mayor Boston said.

“We want to hear from our community to ensure the proposed priorities within these plans align with our community’s needs.”

Each Asset Management Plan provides details about the Council assets and infrastructure with key actions required to maintain service levels, optimise lifecycle costs and support long-term financial sustainability. Council’s stormwater network comprises 187 stormwater pits, 23 drainage bores and 399 pipes spread across the district.

Chief Executive Officer Darryl Whicker explained that the Asset Management Plans are a key part of Council’s strategic planning document suit as required under the Local Government Act 1999.

“These plans are designed to align with Council’s strategic goals and contribute to informing the Annual Business Plan and Budget planning process, Long-Term Financial Plan, other strategic plans and works programming,” My Whicker said.

“They help ensure that Council is making evidence-based decisions about how and when to maintain, upgrade or replace assets in a sustainable and financially responsible way that is reflective of community needs.”
