Background

Asset Management Plans assist Council in managing infrastructure and other assets across the district meeting an appropriate and sustainable service level. They detail the actions Council will take to develop, operate, maintain, upgrade and dispose of assets in the most cost-effective manner.

Asset Management Plans are a key component of the Council’s strategic planning documents as outlined in Section 122 of the Local Government Act 1999. They are designed to align with Council's strategic goals and contribute to informing the Annual Business Plan and Budget planning process, Long-Term Financial Plan, strategic plans, work programming, asset valuations and depreciation projections, and ongoing analysis, monitoring and evaluation.

Each Asset Management Plan focuses on a specific type of assets and infrastructure:

  • Buildings: Including public toilets, Council operated buildings, sheds and ancillary buildings
  • Community Wastewater Management System: Including pumps stations, pressure and gravity pipelines, inspection and flushing points, and wastewater treatment plants
  • Playgrounds and Open Spaces: Including barbeques, coastal protection infrastructure, lighting and electrical, marine and river facilities, memorials and signs, pedestrian facilities, playgrounds and sporting facilities, shelters and water supply systems.

Asset Management Plans go on to inform the annual budgeting and planning, strategic plans, work programming, asset valuations and depreciation projections, and ongoing analysis, monitoring and evaluation.

The District Council of Grant is inviting feedback on three of its draft Asset Management Plans; Buildings, Community Wastewater Management Systems (CWMS), and Playgrounds and Open Spaces.

The draft plans were endorsed for community consultation at Council’s most recent meeting held on Monday 21 July 2025 and are now available for review and feedback.

District Council of Grant Mayor Kylie Boston said the plans help guide how Council manages and maintains vital infrastructure across the district.

“These Asset Management Plans provide a strategic framework for managing our community’s infrastructure assets, ensuring they remain safe, reliable and capable of meeting current and future demands,” Mayor Boston said.

“We want to hear from our community to ensure the proposed priorities within these plans align with our community’s needs.”

Council’s Buildings network comprises various Council owned buildings, sheds and public toilets. The CWMS asset network covers essential infrastructure such as pump stations and wastewater treatment plants, while the Playgrounds and Open Spaces network features a range of assets including playgrounds, barbeques, memorials, coastal protection infrastructure and sporting facilities.

Each Asset Management Plan provides details about the Council assets and infrastructure with key actions required to maintain service levels, optimise lifecycle costs and support long-term financial sustainability.

District Council of Grant Chief Executive Officer Darryl Whicker explained that the Asset Management Plans are a key part of Council’s strategic planning document suit as required under the Local Government Act 1999.

“These plans are designed to align with Council’s strategic goals and contribute to informing the Annual Business Plan and Budget planning process, Long-Term Financial Plan, other strategic plans and works programming,” My Whicker said.

“They help ensure that Council is making evidence-based decisions about how and when to maintain, upgrade or replace assets in a sustainable and financially responsible way that is reflective of community needs.”

The complete draft Buildings Asset Management Plan, Community Wastewater Management Systems Asset Management Plan, and Playgrounds and Open Spaces Asset Management Plan are available to view online at yoursaydcg.com.au.

Consultation opens Friday 25 July 2025. Feedback must be submitted to the District Council of Grant by 5:00pm Friday 15 August 2025.
