Council completed the Urban Design Framework and Master Plan for the River and Coastal Communities with the assistance of MasterPlan and Outerspace Landscape Architects.

Following on from this project, Council has appointed the consultant team to work closely with each District Council of Grant inner township community to create a Master Plan for each location and a separate Strategic Land Use Plan.

The Inner Townships Master Plan project will be created with input from all residents and close consultation involving the following communities:

  • Allendale East;
  • Caveton;
  • Compton;
  • Glenburnie;
  • Kongorong;
  • Mil-Lel;
  • Moorak;
  • Mount Schank;
  • OB Flat;
  • Suttontown;
  • Tarpeena;
  • Worrolong;
  • Yahl.

The project aims to identify what we value as a community, to ensure our much-loved sporting, active recreation, community spaces and neighbourhoods are accessible, connected, and inclusive, and to outline potential upgrades to infrastructure that will refresh public spaces and offer new experiences for visitors. It will also guide future development of private land and public spaces within its inner townships and communities.

Input from the community will provide a key basis for the Master Plan with outputs, actions, and priorities to be based on the needs identified in each community. Where previous work has been undertaken by community groups or Council with the community, this will also help inform each Master Plan.

The engagement process will be conducted in two phases:


Phase 1 – Initial Engagement

The initial phase of engagement commenced on 28 November and ran through to 22 December 2022. The focus of this engagement was to identify the vision, aspirations and goals of the various communities.

Thank you to everyone who provided the consultant team with their thoughts and comments during Phase 1 – Initial Consultation. The ideas and feedback received from the initial phase of engagement has directly informed the draft Inner Townships Master Plan.


Phase 2 – Engagement on Draft Master Plans

The District Council of Grant and the consultant team are excited to share the draft Inner Townships Master Plan with the community and are asking for your feedback on the themes and key opportunities recommended within the plan.

You can view the draft Inner Townships Master Plan and share your feedback with the consultant team, by:


  • Completing an online survey below by 5:00pm Friday, 19 May 2023

  • Making a submission (by online, email or as a hardcopy written letter) to Council via email info@dcgrant.sa.gov.au or post, PO Box 724, Mount Gambier 5290 or in person at Council’s Principal Office at 324 Commercial Street West, Mount Gambier.

The draft Inner Townships Master Plan is now available for download from the documents. Precinct plans can also be viewed individually for the following townships:

  • Allendale East
  • Tarpeena
  • Yahl




Concurrently with the Inner Townships project, Council has also engaged MasterPlan to undertake a Strategic Land Use Priorities review. This project is focused on reviewing the supply and demand of land to accommodate future growth in the Council area, including land for residential, rural living, commercial and industrial uses.

This project has reviewed previous work undertaken by Council and will involve stakeholder and community engagement in early 2023.

    The District Council of Grant has endorsed the completed Inner Townships Master Plan after its creation in collaboration with the community over the last 12 months.

    The Master Plan recognises what is important to each inner community including proposed future landscaping, shared use paths, signage, play spaces and lighting. The Master Plan envisages the assets and amenity required for each of our inner townships against a growing population to design public places and spaces that are accessible, connected, inviting and attractive whilst also reflecting the diverse character of each township with both short-term and generational aspirations.

    The Inner Townships Master Plan focuses on the following townships:

    • Allendale East
    • Caveton
    • Compton
    • Glenburnie
    • Kongorong
    • Mil-Lel
    • Moorak
    • Mount Schank
    • OB Flat
    • Suttontown
    • Tarpeena
    • Worrolong
    • Yahl.

    Mayor Kylie Boston said the project is an example of what Council and community can achieve together with the assistance of town and country planners MasterPlan and Outerspace Landscape Architects.

    “It was pleasing to see our community engage with Council, and the appointed consultant team, during the consultation process and we thank everyone who took the time to participate in a workshop or drop-in session or submit written feedback providing valuable insight into each community,” Mayor Boston said.

    “Council is proud to present the final plan and look forward to rolling out actions over the coming years.”

    Sourced from community feedback, the Inner Townships Master Plan identifies key themes reflecting what is important to each community:

    • Smart residential growth
    • Movement and connectivity
    • Pedestrian and road safety
    • Enhanced amenity and interest
    • Preservation of historic buildings, sites and structures
    • Better public spaces.

    Chief Executive Officer Darryl Whicker said a significant amount of work was undertaken to ensure the Master Plan appropriately prepares for the community’s future.

    “The Plan is envisaged to be a long-term working document and will play an important role to align community amenity and infrastructure in anticipation of growing populations within each township,” Mr Whicker said.

    “Residents living and working within our inner townships are encouraged to read the final document to see how community feedback has translated into a set of future tangible projects for each location.”

    The final Inner Townships Master Plan is available online via the District Council of Grant website.

    At the November 2023 Ordinary Council Meeting, Council resolved to approve the penultimate version of the Inner Townships Master Plan, subject to minor formatting and administrative changes that are delegated for the approval of the CEO; and; that once the edits are finalised, the Inner Townships Master Plan document be uploaded to Council’s YourSay website for the information of all relevant stakeholders, ratepayers and community members.

  • Master Plan and Strategic Land Use Priorities Update

    The consultant team from MasterPlan and Outerspace Landscape Architects are currently reviewing feedback received from the second round of community consultation held in May 2023 and updating the draft Plan based on the feedback. It is anticipated that the amended Inner Townships Master Plan will be presented to Council in the coming months. Once approved, the final version will be uploaded to Your Say DCG for public viewing.

    MasterPlan have also reviewed feedback received from the local business stakeholder engagement held in May 2023 and prepared a draft Strategic Land Use Priorities Review document.     The District Council of Grant is pleased to present the draft Inner Township Master Plan (the Plan). The consultant team from MasterPlan and Outerspace Landscape Architects will be on hand during May 2023 facilitating two drop-in sessions where the community will be walked through the plan and encouraged to provide feedback.

    The Inner Townships Master Plan will reflect amenity aspirations that are important to each inner community including proposed future landscaping, shared use paths, signage, play spaces and lighting. The Plan aims to create places and spaces that are accessible, connected, inviting and attractive whilst also reflecting the diverse character of each township with both short-term and generational aspirations.

    District Council of Grant Chief Executive Officer Darryl Whicker said there has been extensive work undertaken since the consultant team last visited the district and engaged with the community.

    “Since the public consultation in December 2022, the consultant team has been working closely with Council staff to collate the community’s feedback and create a draft Master Plan. Council is excited to reach the stage where the draft Master Plan can be revealed for further community input,” Mr Whicker said.

    “Residents living and working within our inner townships are again encouraged to participate in the upcoming community drop-in sessions and provide their comments and feedback.”

    Community members in the following townships:

    are invited to two community drop-in sessions which will be facilitated by the consultant team on Wednesday, 3 May 2023 at Casadio Park (134-136 Bay Road, Moorak):

    • Session one: 1:00pm – 5:00pm
    • Session two: 6:00pm – 8:30pm.

    District Council of Grant Mayor Kylie Boston reiterated how important the Inner Townships Master Plan is to the district.

    “Council are developing this Master Plan to guide the future of our inner township communities. The plan will help shape the ‘look and feel’ of these townships, so we can create spaces for residents, workers and visitors to enjoy,” Mayor Boston said.

    “This is a great opportunity to have your say about your community and its future direction which will also help guide Council’s planning and budget allocation process.”

    Following the drop-in sessions, the consultant team will work with Council staff to collate all feedback received and finalise the Master Plan.
