I don't have a bin collection so why do I pay rates?

In the District Council of Grant if you do not have a council waste collection service then you are not charged the annual fee for this service.

Council rates are a form of property taxation. Rates are not a fee for service but are a tax. Property values play an important part in determining how much each ratepayer will pay. Council rates are then used by Council to provide many services to households and businesses, some of which are required by State laws and others are provided based on needs and preferences of communities such as:

    • Roads
    • Libraries
    • Planning, building controls and regulatory services
    • Sporting and recreation facilities
    • Parks, gardens, playgrounds and public toilets
    • Street lighting
    • Food safety inspections
    • Environment protections, public nuisance and noise and animal management

How much does it cost for a waste collection service?

Councils Mobile Garbage Bin service chare is $260/annum, this is displayed as a separate charge on your waste notice.

How do I get a bin collection service in my area?

If your property is not within Councils waste collection zone but you would like this service there are a number of process Council would need to undertake for this to happen.

    1. The request and proposed service must comply with Councils Waste Collection Policy requirements

    2. A survey is undertaken with the ratepayers within the proposed new collection zone. There needs to be a minimum 80% agreement rate in the survey results for the new service as all ratepayers within the new collection zone will be charged the collection fee.

    3. If a survey is not requested by a ratepayer(s) then a community petition can be initiated to demonstrate the level of interest/commitment in a particular collection zone.

    4. A report would be submitted to an Ordinary Council Meeting whereby elected members would endorse or decline the proposed extension of the collection route.

    5. Contractual agreements may also need to be renegotiated depending on the increase in service requirements.

    6. New collection service is implemented.

This process can be lengthy due to the number of mandated steps required to change waste collection services. If you would like to request a new collection zone then please contact Council info@dcgrant.sa.gov.au or call 8721 0444.

Why are the waste transfer vouchers not sent out with my rates notice anymore?

A new Waste Transfer Voucher (WTV) system has been implemented by Council following the decision for Council Waste Transfer Stations to become cashless.

There were a number of issues identified by issuing paper based vouchers with rates notices. These included:

    • Duplication: some people were photocopying the paper vouchers and handing them out which increased Councils costs and gave non residents free access to the waste transfer stations.
    • Waste: Vouchers were being issued but not used, therefore Council was paying for unused services.

With the new 6 visit WTV only the times your visit are costed and there is no duplication as each voucher is linked to your rates assessment number.

WTV can be picked up from the Council Office 324 Commercial ST West or at the Port MacDonnell Community Complex.

I rent a property in the District of Grant can I get a waste transfer voucher?

Waste Transfer Vouchers (WTV) are issued to the owner of the property, tenants are encouraged to request the voucher through the owner or their property manager. Council does not issue tenants with WTV.
