Do the proposed historic themes accurately capture our district's social, environmental and economic history?


Background

The District Council of Grant are undertaking a multi-staged Local Heritage Survey Project to identify structures and places of historical significance within the district. The Project builds on work from previous Local Heritage Survey (Heritage of the South East) conducted in 1984 by former Councils District Council of Mount Gambier and District Council of Port MacDonnell.

The new Local Heritage Survey Project will be undertaken in the following four stages:

  • Stage 1 - Thematic Heritage Framework Study
  • Stage 2 - Council wide local historic site identification survey and listing recommendations
  • Stage 3 - Detailed assessment of recommended Local Heritage sites
  • Stage 4 - Code Amendment to formally list identified Local Heritage sites

As part of Stage 1 of the Local Heritage Survey Project, a Draft Thematic Heritage Framework Study has been created which tells a succinct story of the district's development history from early Western settlement through to the present day. The final document will be used to inform how Local Heritage places in the District Council of Grant are categorised and listed in future stages of the Project.

The completion of the Local Heritage Survey Project is identified as a short-term focus area within Council's Strategic Plan 2024-2034, contributing to achieving the Environment goal of a sustainable district that values the natural qualities and heritage that underpin our health, liveability and economy.


What is proposed?

The Draft Thematic Heritage Framework Study proposes four key themes to accurately reflect significant periods in the district’s historic timeline in consideration of South Australian and National historic theme frameworks:

  • Theme 1: Foundation and Consolidation (1836-1885)
  • Theme 2: Depression, Prosperity and Development (1885-1914)
  • Theme 3: War and Industrialisation (1914-1945)
  • Theme 4: The Modern Era and Beyond (1945<)

Each theme also details several sub-themes which more specifically encapsulate local historic activities. These sub-themes include, but are not limited to:

  • Social Life and Organisations
  • Primary Production
  • Local Government
  • Work, Secondary Production and Service Industries
  • Transport and Communications
  • Land, Settlement and Housing

It should be noted that throughout the Draft Thematic Heritage Framework Study, there is limited narration of the history of the Boandik People’s pre-colonial occupation of the land – recognising that the Boandik heritage and stories, are to be shared by Boandik People with their own voices.

Next steps

District Council of Grant staff and the Limestone Coast Heritage Advisor will review feedback received and amend the Draft Thematic Heritage Framework, where appropriate, to present to Council on Monday 16 December 2024. Once endorsed, Stage 2 of the Local Heritage Survey Project will commence, in collaboration with key stakeholders and property owners, to identify specific locations, buildings, structures and/or natural features for future Local Heritage listing.

    At the Ordinary Council Meeting held on Monday 17 February 2025, an update on the Local Heritage Survey Project was presented as such:

    Council commenced a four-stage local heritage project in April 2023, the stages are described as follows:

    • Stage 1 - Thematic Heritage Framework Study (completed)
    • Stage 2 - Council wide local historic site identification survey and listing recommendations (commenced late 2024 and is anticipated to be completed in October 2025)
    • Stage 3 - Detailed assessment of recommended Local Heritage sites (late 2025/26)
    • Stage 4 - Code Amendment to formally list identified Local Heritage sites (2026/27)

    Council adopted the Thematic Heritage Framework Study on 16 December 2024, for use in Stages 2 to 4 of the Heritage Project.

    Stage 2 of the Heritage Project is progressing well and at the halfway mark, 116 site inspections (surveys) have been undertaken across Areas 1 and 2.

    At the Ordinary Council Meeting held on Monday 16 December 2024, Council resolved to:

    1. Receive and note Council report Local Heritage Project - Stage 1 Consultation - Recommendations as presented on 16 December 2024.
    2. Endorse the use of the amended Thematic Heritage Framework Study (Revision B – November 2024), for use in Stages 2, 3 and 4 of the Local Heritage Project, permitting minor change and amendments to specifically mention Natural Environment.

    The District Council of Grant has commenced Stage 1 of its Local Heritage Survey Project by consolidating the district’s rich history under key themes and is now asking for community feedback.

    At the last Ordinary Council Meeting, it was agreed to commence community consultation on the Draft Thematic Heritage Framework Study which provides a succinct summary of the district’s history building on previous heritage surveys undertaken in 1984 by former local Councils; District Council of Mount Gambier and District Council of Port MacDonnell.

    District Council of Grant Mayor Kylie Boston said the Thematic Heritage Framework Study will be used to inform how Local Heritage places are categorised and listed in the future.

    “Our districts natural and built environment is something to cherish. This document is a key tool in linking locally significant people and stories to places that represent them,”

    “It is important that the themes identified in the document are correct to ensure our local heritage sites can be listed in future project stages.”

    The Draft Thematic Heritage Framework Study proposes four key themes developed to accurately reflect significant periods in the district’s historic timeline in consideration of South Australian and National historic theme frameworks:

    1. Foundation and Consolidation (1836 to 1885)
    2. Depression, Prosperity and Development (1885 to 1914)
    3. War and Industrialisation (1914 to 1945)
    4. The Modern Era and Beyond (1945 to present day)

    Each theme also details several sub-themes which more specifically encapsulate significant local historic activities. These sub-themes include, but are not limited to, Land and Housing, Social Life and Organisations, Primary Production, and Transport and Communications.

    Council acknowledges the significance of the Boandik People’s heritage and stories, however limited narration has been included within the Draft Thematic Heritage Framework Study as it is recognised that their history should be shared by Boandik People with their own voices.

    District Council of Grant Chief Executive Officer Darryl Whicker explained the Local Heritage Survey Project will contribute to Council’s Environmental goal.

    “Within our recently endorsed Strategic Plan 2024-2034, our community helped us identify this Project as a key short-term goal to achieve a sustainable district that values the natural qualities and heritage that underpin our health, liveability and economy. I am pleased to say the Project is now underway,” Mr Whicker said.

    “I encourage our community to review Stage 1, the Draft Local Heritage Framework Study, and provide feedback so that local heritage places can be accurately identified in future stages.”

    The complete Local Heritage Survey Project will be undertaken in four stages. Community members will have an opportunity to nominate places and structures of historical significance, which align with themes and sub-themes confirmed in Stage 1, in Stages 2 and 3 of the Project.

    Community consultation on the Stage 1 Draft Thematic Heritage Framework Study is now open and will close 5:00pm Wednesday 16 October 2024.
